وتتولى الإمارات جميع السلطات التي لم يعهد الدستور بها للاتحاد. ولكل إمارة من الإمارات السبع هيئاتها الإدارية المحلية، والتي تكون موازية وفي بعض الحالات متداخلة مع الهيئات الاتحادية. وقد تختلف الأنظمة الإدارية من إمارة إلى أخرى. وتحدد درجة الاختلاف عوامل كثيرة منها عدد السكان والمساحة ودرجة التقدم.

قدم دولة الإمارات العربية المتحدة التعليم مجانًا لكل مواطنيها، بل إنها تحفز طالب التعليم في بعض المجالات؛ فمن ذلك دفع رواتب شهرية للطلبة في بعض المراحل الدراسية كالتعليم الديني والفني. وتقدم الدولة وجبة غذائية كاملة في الساعـــة العاشرة صباحًا لجميع طلاب وطالبات المراحل السابقة للجامعة.
